UCLA/Mail IPC/370 documentation

The IPC documentation has one major inaccuracy, this version of IPC has full A31 support.

This means that data areas and parameters can be above the 16 MB line. Internally, IPC always runs A31. The IPC code and buffers in CSA are all above the line. Only a small amount of below the line storage is now used by IPC.

The following are the latest IPC documents and should be up to date except for the A31 references (and possible small initialization changes required by the A31 support):
